Nebraska City sits on the Missouri River bluffs about fifty minutes east of Lincoln, and it is one of the oldest and most distinctive towns in the state — Arbor Lodge, the orchards on the ridges outside town, a nineteenth-century downtown, and a residential grid draped over some of the steepest ground you will find in eastern Nebraska.
That terrain and that age set our work here. The concrete problems in Nebraska City are grade problems and old-concrete problems in roughly equal measure. Steps and stepped walks are far more of our work here than in the flat towns west of the river, because on a bluff lot the front walk is frequently a stair. Retaining and grade-change work comes up constantly. And the flatwork in the older neighborhoods is old enough that a lot of it predates modern mix design entirely.

The loess along the Missouri bluffs here is exceptionally deep — this corridor holds some of the thickest wind-blown silt deposits in North America, which is exactly why the ground looks the way it does. Loess has a characteristic that makes bluff country its own kind of job: it stands almost vertically when it is dry and undisturbed, which is why you see near-vertical cut banks along the roads here, and it loses a great deal of that strength when it becomes thoroughly saturated. It is also highly erodible. Concentrated water running over a loess slope will cut a channel through it fast.
For concrete work that translates into a few firm rules. Any cut into a bluff face for a driveway, a patio or a step run needs to be thought about as a slope stability question before it is a concrete question, and where a cut is significant that is an engineer's call rather than ours — we will say so. Water crossing a slab has to be given a controlled path off the site, not just off the concrete, because concentrating runoff onto an unprotected loess slope below a new patio is how you undermine the thing you just poured. And the drainage design around any slab on grade here is genuinely load-bearing work, not landscaping.
Steps get more attention here than anywhere else in our area. On a bluff lot the walk from the street to the door is often a stair run of eight, twelve, twenty risers, and every one of them has to be the same height, because the odd riser is where people fall. Every landing needs a footing bearing below frost depth — not just the top of the run, which is the corner most often cut because nobody can see it afterward. Every tread needs a slight forward pitch so water leaves. And the finish needs real texture, because a smooth trowel finish on outdoor steps in an eastern Nebraska January is dangerous.
The age problem is the same one as the rest of the older river towns. Flatwork poured before air entrainment became standard has no void space for freezing water, and a hundred-plus Nebraska winters produce a scaled, sandy surface that cannot be successfully overlaid. Those slabs get replaced. Usually yes, and the design work is most of the job. The questions that decide it: where does water crossing the site go once the patio is in the way of it, what happens at the downhill edge, and does the cut into the slope need engineering rather than just excavating. On a modest grade we handle it with the slab design, a properly compacted base, and a controlled outlet for the runoff. Loess stands up beautifully until it is wet, and that is exactly the failure mode you do not want to discover under a new patio.
They can be rebuilt, and the reason they went uneven tells you why rebuilding is the right answer rather than patching. Steps poured on footings that do not reach below frost depth get lifted a little every winter and set back down slightly differently every spring. After enough cycles the risers vary enough to be a genuine trip hazard. Patching the treads levels the appearance and does nothing about the mechanism, so it moves again.
